Worst service and lack of respect

We are at the Occidental Punta Cana. We arrived Saturday the 9th. We are supposed to leave Friday the 15th. Have had a horrible experience. 1st I paid for 3 Ocean view rooms. Only received 2. We had to move rooms because we were in the bottom floor and our patio door did not lock, the hair dryer didn't work, the TV had multiple lines through it. So we finally moved rooms. Buffet is ok. Went to our 1st specialty restaurant "Oriental" service was horrible. Had to ask 3 different people for 2 beers. Finally received them when we were about done with our main course. 2 of the 6 of us didn't get meals with the rest of us. I had to go get the water pitcher to fill our glass because no server returned. Pool bar service is very slow and it takes 20 minutes to get a drink. If they had the contents. Always ran out of alcohol and mixers. So alot of time the bartender just made whatever they wanted instead of what you asked for. We've gone all day today (Wednesday) with no running water in our rooms. So we can not shower or use the restrooms. They have no idea when it will come back on. And the front desk is not telling new guests at check-in that the water is not running. They say they don't give any refunds. But I would think this would be an exception.

Having travelled the world and tried hundreds of hotels of all kind of levels, this one definetely is rock bottom. We arrived at 11 PM and experienced a slow check in from a front office person who seemingly did not care about anything. Upon check in we were given a map to escort ourselves to our room. We wandered through darkness to end up to our building with no elevator so we had to drag our suitcases up to 3rd floor ourselves. The nightmare continued as we found the sink clogged and just getting more full and the AC hatch and filter dropping down on the floor almost injuring me in the head. We reported our issues at least 5 times and got no response until we raised the issue higher up. The solution they presented was a new room which was far better than what we got initially. The issues continued: we had no warm water and wifi was not existing. While this eventually got fixed we Are now an entire day without water!! We have multiple times asked reception about status and when we can expect water back but their only response is "we Are working on it". The hotel hosts 750 rooms and seems fully booked. The toilets in the public areas Are overflowing and food is most likely cooked under very bad hygienic conditions. I believe it is illegal to run a hotel under these conditions and I am horrified that the Barcelo group allows for this to happen! 7pm still no water and we can all go eat in a buffet restaurant where hygiene is not existing.
